Experience

Ms. Bassett is a Manager with D. R. Payne & Associates, Inc., a public accounting firm, providing accounting and financial consulting services. Ms. Bassett also provides operational assessment and valuation services for selected appraisal assignments for Business Valuators & Appraisers, L.L.C., an affiliate firm specializing in valuation and appraisal matters. The firms maintain their principal offices in Oklahoma City and serve clients primarily throughout the Southwest. Ms. Bassett has over thirty years of experience working in a variety of industries including, but not limited to, healthcare, retail, education and not-for-profit.

Education

Ms. Bassett is a graduate of Central Missouri State University (BSBA in Personnel Administration 1984 and BSBA in General Management 1985). She was previously licensed as a Nursing Home Administrator (NHA) in Mississippi (inactive in good standing) and is currently licensed as an NHA in good standing in Oklahoma. Ms. Bassett completed accounting coursework at the University of Central Oklahoma and maintains instruction through continuing education courses in both accounting and long-term care.

Ms. Bassett holds a current permit to practice as a Certified Public Accountant (CPA) granted by the Oklahoma Accountancy Board. While employed with D. R. Ms. Bassett is a licensed Nursing Home Administrator (NHA) and has been extensively involved in all administrative, business, financial and management aspects for skilled nursing facilities reasonably expected of a licensed nursing home administrator including, but not limited to:

  • Knowledge and application of as well as adherence to federal and state regulations relating to nursing home operations;
  • Regulatory survey review, formulation of plan of correction, and facility-wide implementation of corrective action(s) to ensure successful clearance of allegedly deficient areas;
  • Evaluation of civil money penalties (CMP’s) in relation to cost benefit of timely payment with reduction versus contesting the deficiency allegation via Independent Informal Dispute Resolution (IIDR);
  • Facility policy and procedure formulation, strategic review, implementation, training, and adherence including internal control and program management;
  • Formulation and training of Quality Assurance/Performance Improvement programs including ongoing maintenance and reformulation thereof;
  • Departmental cost analysis and control;
  • Billing analysis, review, and reconciliation of all payor sources (Medicaid, Medicare, insurance, and private pay);
  • Marketing and recruitment strategies in relation to both appropriate resident population and qualified staff;
  • Short- and long-term budgeting models to include cash flow management;
  • Financial metric analysis including revenue and cost per patient day (PPD) evaluation, comparison, and improvement plans;
  • Formulate and institute overall profit improvement strategies balanced with resident quality of care requirements and staff job satisfaction;
  • Organization of financial materials to include general ledger reports in relation to compiling data required for annual Medicare and Medicaid Cost Reports;
  • Establishment, review, and training in resident trust account management to include compliance assurance and reporting;
